An effective financial analyst, he conceptualized the St. Clare Scholarship Program that brought about the affordability character of a quality tertiary education. The St. Clare Scholarship grant is not only limited to residents of Caloocan City and neighboring NCR communities but is given to anybody who is willing to pursue a degree in the tertiary level. Dr Ray has the following degrees & titles; Doctor of Medicine (MD), BS Medical Technology (BSMT), Master Of Arts in Management(MAED), Bachelor Of Laws(LLB), Doctor Fellow in Education & Management(DFRIEdr)(DFRIM) and international  Visiting Professorial Fellow (RIIVPF) of the ROYAL INSTITUTION,  SINGAPORE. He is the Vice President of Institutional Advancement and  Student Affairs of St. Clare Group of Schools. The president of Better Children of St. Clare Montessori(Sto. Niño) & President of St. Clare International Culinary School. He is the Chairman of Caloocan Association of  Private Schools (CAPRIS) and the Secretary General of the National Federation of Associations of Private Schools and Administrators (FAPSA)

In the helm of St. Clare College Sports, he catapulted the great name of this institution to the national sports arena. Dr. Jay being the founder and President of the National Athletic Association of Schools, Colleges and  Universities (NAASCU) pitted St. Clare with bigger colleges and universities of the country and amazingly came out victorious. He is a scholar of the  International Olympic Committee (Olympic Solidarity Fund) in sports Management. He was the National Treasurer of SBP (Samahang Basketball ng Pilipinas) and was appointed DPUTY CHED DE MISSION for the Philippine Athletes in the ASIAN GAMES in South Korea. Dr. Jay has the following degrees & titles: Doctor of Medicine(MD, BS Medical Technology (BSMT), Master Of Arts in Education(MAED), Bachelor of Laws (LLB), Fellow In medicine(FRIMED), Doctor Fellow in Management and Senior Fellow in  Kinetics (SFRIKn) of the Royal Institution, Singapore. He is the Vice President for the Administration and Finance of St. Clare College. Dr. Jay's quest of knowledge is unstoppable.
